It's difficult when one is awake and time is short... however we do have to cater for all and repetitive approach is needed when one is waking up .... they call it delta for a reason.

I work in risk management and have in the past worked in state government. I can tell you that the level of risk management knowledge and ability in state government is honestly poor. They are mostly clueless. But what governments and their advisors are good at is manipulation of data and controlling the narrative. Its about arse covering for them they operate in a bubble.

I think that the fact that they use the word Coincidence so often in relation to adverse events should spark a few alarm bells. I completely agree with your suggestion that they should compare apples with apples!
